Rajouri:- A National Level “Digital India Land Record Modernization Programme” (DILRMP) has been implemented in the state of J&K in three phases.The programme is an integrated one aimed at modernizing management of land records, to minimize the scope of land/property disputes and enhance transparency in land record maintenance system.The programme includes scanning of Textual Revenue Documents, Mussavies, (Revenue Maps), Data Entry, Digitization Of Cadastral Maps for updation of Land Records, Integration of record of Rights, Management of Old Revenue Records along with training and capacity building.For smooth implementation and timely completion of this programme in the state, a society has been registered in the name of “Jammu and Kashmir Land Records Management Agency” (JKLaRMA) on 28-06-2013.
As per the details collected by India Headlines,the society “JKLaRMA” approved implementation of DILRMP in the state in three phases.In phase-I, the society has taken up two districts viz Jammu and Srinagar for all activities along with three parallel activities all over the state like Scanning of Revenue Documents/ Maps and Digitization of Cadastral Maps, Establishment of Ground Control Points (GCPs) and Development of Web-based Enterprise Geo-Information System(GIS). Similarly, 10 more districts viz Poonch, Rajouri, Udhampur, Ramban, Doda, Baramulla, Anantnag, Bandipora, Leh and Kargil would be taken up in Phase-II from (March, 2018 to March, 2020).And in Phase –III, remaining 10 districts viz. Kathua, Samba, Reasi, Kishtwar, Kulgam, Shopian, Budgam, Ganderbal, Pulwama and Kupwara would be taken up from April 2020 to March, 2022.The entire process in the state has been targeted to be completed by the end of March, 2022.
According to the official information, a total of 565 villages in twin border districts of Rajouri and Poonch which include 178 in Poonch and 387 in Rajouri out of which 371(86 from Poonch, 285 from Rajouri) no.of villages have been taken up for scanning purposes till now.Also,a total of 934218 textual revenue documents have been scanned in both the district (441815 in Poonch, 492403 in Rajouri). Similarly, a total of 5436 Musavis have been scanned in both the district which include 3747 in Poonch and 1689 in Rajouri. Likewise,a total of 541 printed Musavis available for Quality Check(QC) including 300 in Poonch and 241 in Rajouri out of which QC of 146 Musavis have been done successfully in both the districts.A total of 11 and 183 Monumentation and DGPS Surveys (MDS) have been completed till now at primary and secondary points respectively in respect of district Rajouri similarly 11 and 117 MDS have been completed in respect of district Poonch.
Talking exclusively to India Headlines, Mr.Shokat Hussain Kazmi, Regional Director, Survey and Land Record, Pir Panjal region said that in our future course of actions, a soft copy of the valid scanned revenue documents at main records room would be kept both at Poonch and Rajouri to avoid long wait for obtaining revenue extracts by the stake holders.”Short orientation courses/ work shops would also be conducted at all tehsil headquarters for revenue officials engaged in updating of revenue records in peer panchal region”,added Mr.Kazmi and further quoted that as a part of Public Outreach program, Tehsil/Niabat-wise camp will be organized to make the stake holders familiar with the DILRMP project and the land records.
